The North County Recreation District (NCRD) is having a Workshop on Thursday, January 12, at 6 PM to discuss plans for future operations and capital outlays. The announcement caught my eye when I read that a bond measure would be discussed presumably as part of a plan to build a new pool. I will not be able to make the meeting due to a prior commitment but the subject of a bond measure raises a red flag to me. In 2008, the voters, by 13 votes, assessed themselves an extra 40 cents per thousand of Assessed Value (AV) to pull the district “out of the ditch” of near bankruptcy. While the district is now solvent, having paid off previous debts, and has begun to save for future capital projects (I.e. the pool), this new announcement of a possible bond measure has me concerned.
